I’m sure there are height restrictions on roads and streets, especially those that have power lines that stretch over the roads. If there are, this guy clearly wasn’t following those restrictions.

When I see situations like this, or hear about massive power outages due to weather in winter snow and ice storms or summer thunderstorms I always think; “Why, oh why, here we are in the 21st century yet our infrastructure is still supplying power the way they did in the late 19th century!”
